The PANAS is a road map of the measures that need to be taken to combat the resurgence of antisemitism more effectively. It includes the following chapters:

  1. An improved legal and regulatory framework to combat hate crime and hate speech
  2. A better understanding of the phenomenon of antisemitism in all its aspects
  3. Greater protection for victims and security for Jewish places of worship
  4. Continuing to promote remembrance, education and research on the Shoah
  5. Emphasis on the contribution of Judaism to our history and contemporary society
  6. Work on building resilience in society, especially among young people, and among public officials through education, information and awareness raising in the fight against antisemitism.
  7. Establishing permanent structures to combat antisemitism more effectively

PANAS is also part of a European context, more specifically the first strategy to combat antisemitism and support Jewish life presented by the European Commission on 5 October 2021. On this occasion, Katharina von Schnurbein, the European Commission's coordinator for combating antisemitism, paid a working visit to Luxembourg. In addition to a bilateral meeting with the Prime Minister, Katharina von Schnurbein had the opportunity to meet with Sam Tanson, Minister of Justice. She attended a working meeting at the Parliament (Chambre des députés). The working day was concluded with a memorial service in front of the Kaddish monument. The ceremony was attended by representatives of the Jewish community.
